The Falcons could be nearing the end of their search for a general manager, which would then trigger their final push to find a head coach.

The Falcons interviewed Philadelphia Eagles general manager Tom Heckert for their vacant general manager job Monday in Atlanta and are scheduled to speak to one more prospective candidate this week

Why doesn't he have the final say on personnel decisions?

I don't like coaches have the final say, but I guess Andy Reid who can't even handle his personal life has the final say here, so at times I feel the GM job is rather pointless for the one occupying it.
