RB draft strategy question

You always hear of people taking the elite RB's first in fantasy drafts, but have you ever heard or someone avoiding picking a RB in the first 3 rounds and solidifying their WR and QB position, then drafting decent RB's (like a pair of RB2's) and then selecting early on a top TE and DST??? I was wondering if anyone thinks a team could be successfuly shying away from the TOP RB trend and making their team strong overall by drafting the other positions early to guarentee top players at those positions, and then picking average RB's. Input would be greatly appreciated thanks!
