Your right, Dave Anderson can shoot the ball very well. Ive seen alot of him in Aust and the Aust National team. He has legit range out to about 20 feet.

.....maybe if "all time" lasted just the last 2 years....even then, I suspect about 40 other players are higher on most lists.
Probably Brent Barry is the best pure shooter on the Rockets now. If T Mac can fire a dozen J's before going on the injury list....he's a contender.
