Look at the bottom of each forum page. Mine says "All times are UTC - 5 hours". It will also state "DST" if DST is enabled.
Click "user control panel" on the bar just below the wiretap headlines. Under "board preferences" change the options for "Summer Time/DST is in effect" (as it is not at present in most of the world and should be unchecked) and make sure the timezone is right for your area.
