The bottom line is that, for as bad as Hardaway is, he would help the Bulls as a reserve wing more than the combo of Dunn, Valentine and Felicio will help. The hurt would be next season, his expiring season, when we would have him on that contract.
But, (1) maybe you would be able to swap that expiring contract for some other longer term contract of a better player (who a team is trying to move on from for various reasons, a la Otto Porter), and (2) even if you can't, Bulls wouldn't have cap space in 2020 either way - at 106M without Dunn's salary (but with Felicio and Valentine's, and not including next year's draft pick) so there's no actual impact on flexibility.
So, the bottom line is that the actual impact on finances is just on Reinsdorf's wallet - no lux tax issue, either.
And, in terms of the rotation, Hardaway Jr. as a reserve wing (playing the 3 behind Porter in a platoon with Hutchinson and maybe the super-undersized Harrison) is a big upgrade over having Dunn add very little as a reserve PG (and maybe even being a downgrade for the team as opposed to Archi), Valentine not looking like an NBA player yet, and Felicio doing his best impersonation of Grimmace of McDonald's fame.
IMO, Dunn+Val+Felicio for THjr. is a no brainer if the Mavs want to save some money and/or take a flier on Dunn or Valentine.
