Noah had his best year as a DPOY and a 1st team NBA guy with Rose playing 10 games and Noah/Deng were all-stars the previous year with Rose sitting on the bench.
I guess that people voted them as all-stars because of their role play or less than impressive stats when Derrick was MVP

Yes they can. Amnestying Boozer puts them about $10-11 million under the cap. Chicago can give Melo that number plus the amount of contracts they're sending out.
The $16 million number makes sense if Chicago is trying to acquire another player through sign-and-trade like Gasol.
Also, don't assume Smith isn't trade bait.
The numbers have been posted multiple times, but I will put them back again, this time including Smith, and the $400K he would save. Amnestying Boozer, and renouncing the exceptions, only gets you $6.2M, under the cap. To get to the ~$10M number, also requires dropping the non-guaranteed guys, which does not have them available for trade. The following two scenarios uses them the optimal way.
Dumping all the exceptions, Dunleavy, Butler, Randolph, Snell, and the non-guaranteed guys, and getting a letter that Mirotic will not come over this season, plus the 7 holds adds to $44.9M, opening up $17.3M (My previous number was $16.9M including Smith).
The Bulls can take back the larger of that number, or outgoing salaries time 150% plus $100K, or $5M, depending if the outgoing salaries are over $9.8M.
So you have to see if you can find enough salaries to make that number greater than $17.3M.
Dunleavy, Butler, Snell, Smith, the 3 non-guaranteed guys, add to $11.8M, Randolph can not be included, unless they finish the trade under the cap, and Mirotic counts as $0 in trade. At $11.8M, you use $5M, instead of 150%, so they would be able to take back a maximum of $16.8M, which is still less than $17.3M.
The most the Bulls could pay Melo, without Boozer being included in the S&T, while keeping Rose, Noah, Gibson, and McDermott, is $17.3M. If you also dump McDermott, you can get that to $18.7M, as long as you are willing to roll with Melo, Rose, Noah, Gibson, RMLE, and 8 minimum salary guys.

What I want to say is all this start with the draft that brings D-Rose to the team. But ok, Noah starts to be a beast in 2009 and ends up DPOY this year.
But again, my point is... even the two all star we have since 98, beside Rose, we get via draft.
Gar and Pax seems to never took any risks, like the Celtics did in 08, Lakers did with Dwight...
