If in four months we still have low caseloads and the US is a raging inferno, they would be insane to allow normal cross-border travel for the NHL teams, too. There are politics at play, but in large part that revolves around convincing the public to keep treating this seriously to prevent another wave from cresting, and waiving the rules for sports teams doesn't really serve that purpose.
It wouldn't surprise me that the NHL has a Canadian Division to start next year anyway.
Gotta get a team into the finals somehow.
