It's been a week, and still no signing. The Clippers only have $5.354M remaining of their NTMLE that they can offer Beal, which happens to be close to the space they currently have remaining below the 1st apron (they are hard capped at it).

I get that the Clippers appear to be Beal's preferred destination, so either that amount is suitable, or it isn't. Are the Clippers in a position where they need to wait on that offer due to some cap holds or some other cap positioning?

Last I heard was that Beal has some lump sum payment due soon so the speculation was that the buyout will occur after that payment.

Yeah, it's today, 7/15. He gets 25% of this year's salary in a lump sum, about 13.4M, which avoids including it in the mandatory stretching of his full contract.

It's not related to stretching the cap hit. Stretching the cap hit is optional for the team, to stretch or not. But any player waived who is owed more than $500,000 has their remaining salary stretched--the same formula as the cap stretch, twice the number of years remaining plus one. So Beal will have his remaining salary paid over 5 years. That's why he waited to get bought out until he collected the 25% lump sum his contract called for.
