I probably shouldn't be trying to answer a cap related question... but that being said, my understanding is if the Warriors sign Kuminga to a deal over the QO they are going to be over the first apron and will use the taxpayer MLE to sign Horford (and vet mins for the rest).
The only thing that really changes the Warriors cap situation appreciably is if Kuminga signs the QO, in which case they won't even be a taxpayer (which avoids repeater taxes).
The main thing they are worried about is signing Horford to a portion of the non-taxpayer MLE which would hard cap them at the first apron and prevent them from matching a RFA offer to Kuminga from another team - that and wanting to use Kuminga's salary as filler in a trade.
