Hard cap is because the full MLE was used. Teams are hard capped if they use full MLE, BAE or get a player in a sign and trade. You have a hard salary ceiling (tax apron) which you can't go over for any reason. Usually teams can have as high a payroll as possible, they just pay the luxury tax. Hard cap prevents you from going over a number that is a couple million above the luxury tax threshold.
It's around $139M this season.
