I think they should probably just get rid of the moratorium period. Once a player is done playing on his current contract, let everyone call the agent. The best players are gonna go where they want anyway. At least the rest of the league can proceed with other plans and everyone has a chance to make a pitch.

What? That's a negotiated date for a negotiated option. Nothing unfair happened to Dragic or other teams here. And once they've picked it up they are allowed to trade him.
And this isn't a moratorium issue. The moratorium starts tomorrow at 6pm EST. And obviously the league doesn't want open season talking to players under contracts to other teams. Hence why if this specific deal happens its a problem. But nothing untoward at all about Miami picking up his option on the designated date.
everyone and their mother knew what miami's plans are once dragic's option is picked up. It doesn't really take a leak to know they are planning to sign and trade for Lowry.
