I would imagine it's done in conjunction with the head coach.

Only way they don't match is if their doctors think his health is shot.

Well they also can't trade him for a calendar year without his permission, could get in the way of a big free agent, should they decide to come to Houston. I think they should match as well, just presenting the other side

Assuming they didn't offer this much already, there's also the issue of whether there's some ill will between the parties.

Dmo isn't as athletic but he is definitely a plus defender at 4, he positions himself well, draws lots of charges, and uses length to contest shots when he isn't quick enough to stay close to smaller players. At center his rebounding and rim protection are not good though
My question is how their rebounding looks with Brook and DMo, primarily.

They aren't punishing the Nets and keeping the Nets from signing other free agents, which is the usual practice during summer. If Houston wanted Motie back, they should get him back a day early and have matched already.
The only reason to delay I guess is finding a trade instead of cutting someone?

Go through every possible detail. The only reason you would do it right away if there was no issue whatsoever. Instead its about 20 games into a season where a RFA is finally getting an offer, one who had a trade vetoed last year because of his health.
