Sure. You can play every promising young player on the team out of their natural position, damage their long term development, and all in order to accommodate Dion "bust" Waiters. Who will leave if he plays well, and stay if he sucks (player option next year).

I doubt waiters takes time from Jrich, Winslow and TJ. They'll still probably play more minutes. If Waiters ends up being good for us then what would be the problem? There's no risk to this signing. 2 years of Dion Waiters isn't going to kill anyone's career.

I am not disputing your point since I do see some minutes taken from our youth, but I do not think it is as bad as some think it's going to be. Here is a simple breakdown on how I see this playing out.
Dragic = 32mpg
Waiters = 25mpg
Ellington = Situational
TJ = 24mpg
Rich = 15mpg split time at SG/SF (15mpg more)
Justise = Not playing guard but getting 32mpg as a forward
Weber = Situational
At the end, Waiters might end up being part of the youth movement/development or he could be an attractive name for a bigger trade this February along with Ellington's contract, Williams and J. Johnson. This is a transitional roster. Riley has done this before to gather assets in case something becomes available. We added Dragic that way a couple of years ago.
The bottom line is that our young players are still getting significant minutes.
