However, the Bucks won't apply for this because money spent with the DPE counts against the tax, and ownership is pinching pennies
I think that's a reach. The Disabled Player Exception is for when a player has an injury deemed to be season-ending. Because the Bucks have indicated Lopez will likely return, there's a matter of credibility if the Bucks tried to use this exception.
Indicated to whom? As far as I can tell, their official response has been "sidelined indefinitely, hopeful he can return & will give updates when applicable ".
