Teams do offer certain players well more than they're worth, but usually they genuinely do want those guys at that price(for better or worse), and would be willing to pay it. Off the top of my head in the last few years, our very own Tim Hardaway Jr got one of these contracts, Allen Crabbe's offer sheet from the Nets, and Kanter from the Blazers, the last two of which were matched by their original teams
The main goal of those offers was to sign those players, not to screw with other teams like hoffa is doing and has been doing.
