League doesn't need to wait for the court system to finish before they can make a judgment. If they think it makes the league look bad, they can take action. I took an entire course specifically on sports law with a section on the powers of commissioner. It all comes down to whether or not Silver wants to take action, not whether or not he has the power to.

C'mon I have yet to see you say single good word about this man since he was traded here, and I would expect that being your a law student you would take the time to actually look at this from an objective standpoint. Considering the document was nor a press release nor was groundbreaking news in the case outside of the public pressure.
Of course there was an Open crimimal investigation, there had to be one ever since she went to the authorities doesn't mean the accuser wanted to file actually criminal charges.
I don't need to say anything good about someone if I don't like him. I've pointed out my issues with his on the court game and it's clear as day, even without a criminal case, that he's not intelligent. (See my post above on whether or not a suspension can come - that is not me speaking with dislike towards Rose, it's me speaking objectively.)
LAPD investigating the case doesn't mean there will be, but the fact that they're doing it does raise some eyebrows - most notably, they wouldn't be doing it if there wasn't a suspicion or legitimate question as to whether or not he did anything. If the LAPD proceeds, the state files the action.
