There's no "skill" in negotiations. Except in rare instances, young, top free agents are going to sign with the GM who shows the "skill" of offering the most money.
Neither is going to sign for less than their top market value based on some plan for a 16 win team to contend for a title.
Maybe Monroe really wants to play for NY despite the roster, but I seriously doubts he negotiates exclusively with the Knicks. Knicks will have to pay him as much or more money than anyone else will offer. THAT'll be the "negotiation."
