in riddles, there is usually one of more terms that have more than one meaning and are used in the primary (obvious) way in the literal interpretation of the riddle, and in a secondary (non obvious) way, in the solution.
i think in this case the misdirecting term is 'block'
block is used in the sense of city block (13 blocks) or as a music measure (block of music, like a bar).
so for example, the man is going to a talent night show, he buys a drum and sticks, takes the streetcar to the theater.
when he gets there and starts performing, he stinks, therefore on the tenth 'block' of music, they kick him out

This above is the answer, he was a terrible musician and the other passengers told him to get off. That of this riddle is never meant to be answered, it is for the lolz of people going over the top to answer.
Most of the times in life, the simple path/solution is always the answer. This riddle is no different
