Suppose you are winning a bid in the first round but lose it in the second round. If Bish dont tell you the new price, can you assume the price is out of the threshold range?

that is correct. But I assume the player on the FA list that you were winning changed the time he would sign which is how you know you aren't leading anymore. That means someone went above your bid by the threshold amount. Otherwise if it didn't change you don't get a you are the leading bid every time period so you would still be winning.

Second bidding period updated...this is a bit more challenging then last year...not in the amount of bids obviously but in the fact that there are a lot of bids that change depending on a subsequent bid. Bear with me until I get the hang of this...if anyone has any questions let me know and I'll do my best to check in the thread to answer when I can.

In my case, Bish told me I was outbid and I am not leading anymore. However, he did not tell me what is the new bid.
I would like to know if the bid was in the threshold range, he would have told me the new bid or not.

If you make a $30 offer (second round) and the leading bid is $40 (first round), Bish will tell you how much is the winning bid because it is in the threshold range.

But if the other way around, would he tell you the new bid? If somebody else makes a $40 bid in the second round outbidding your $30 winning bid from the first round, would he tell how much your opponent outbid you because is in the threshold range? If he did not tell me, can I assume the new bid was at last U$41?

correct but for the second part the possibly outbid is def outbid and out of threshold.
