Trey Burke is a better college basketball player at the moment, but not necessarily a better
prospect. It's based on potential. I'm not a scout, but I imagine that a lot of scouts see the physical tools that Smart has and believe that once he's able to become more consistent with his jumper and gain more experience as a point guard, he'll be the better NBA player. Same with Nerlens Noel. Cody Zeller is a better college basketball player, but he's also a year older and less physically gifted.
And going with the safe pick isn't necessarily the best strategy always.
