Those kids aren't fully developed sure but they are on the rookie scale. Signing talent like Lowry, Hayward, etc for four years matches up almost perfectly to when we will have to start paying our young players.
This wait let the things percolate is complete BS that doesn't hold up to any scrutiny at all. We won't be picking at the bottom of the draft next year and every year we sit on cap space is a wasted year on Simmons, Fultz, Saric, and Embiids rookie deals. If I have your reasoning for waiting wrong fine tell me explain the logic of it.
Rookies don't win championships, so no stars are signing here until they are more proven. Given time and some playoff seasoning and that changes. And they should certainly go out and add pieces to put this team in the playoff picture. I realize they're on the rookie scale clock now, but they've staggered the contracts so they will still have shots at max level guys going forward. Plus if Fultz and Simmons and Embiid are all max level guys then the team is set anyway.

The sixers remind me of the Clippers, who without some unfortunate injuries are a good playoff team.
Fultz........Chris Paul
TLC..........Jamal Crawford
Covington..Luc mbah a moute
Simmons...Blake Griffin
Embiid.....Deandre Jordan
The Sixers are a younger version of the Clippers. They could examine the Clippers to see what works and what doesn't. Although the players all have different talents, this comparison can give some incite to making further moves. Also, the sixers have some bench players that can be inserted in the rotation to take advantage of mismatches.
