Liverpool have a privilege just like the rest of the big 6 clubs (not just financially either). Not every team in the prem will be able to spend crazy money or wages on players. I get that the TV deals are crazy, but its still not enough for every team to do what the big 6 teams do.
Big 6 teams have the luxury of splashing a crazy amount on a player and not really caring so much if they flop, where as the rest of the league have to be mindful about making such purchases.
Liverpool in particular have been operating quite as a whole recently, mainly due to Coutinho leaving like its been mentioned. I'm sure (I haven't looked at it) the wage bill is crazy high in Anfield though.
Most of the dislike towards the big 6 is also partially media driven, due to them pretty much ignoring the rest of the league and only caring about what the big 6 are doing.
It's true not every PL club can (Burnley, Norwich), but even those outside the "big 6" are capable of throwing cash around. West Ham, for instance, placed a 45 million bid for Núñez, but Benefica rejected it.
Of course Liverpool's wage bill is high. Players become sought after once trophies are hoisted. You have one of two options -- extend them on higher wages or sell them. But even Liverpool has a ceiling, which is why the club is refusing to breaks its wage structure for Salah.
