Overall, but it should be 2pt%, because someone who shoots a ton of 3s, say, at 43%, is killing it but it is hurting their overall FG%.
So low volume 3pt shooters who can hit 40% who are also good from 2 have a better chance.
Curry, for example, shoots over 57% from 2 and over 42% from 3, but he takes more 3s than 2s, so his overall FG% is 48.3%. If he simply shot fewer 3s, he'd hit it...91.8% from the line too.

That's why you gotta look at eFG%, which adjusts for 3s, or TS%, which adjusts for both 3s and FTs.

I'd imagine so. I've been getting games with Youtube TV. Everything should be local going forward. Worst case, it's so easy to find streams these days that, if these TV companies are going to be a-holes about letting us watch, I'm just going to find a streamer instead.
