Milwaukee, have Sanders, Henson plays better as a Center they need a perimeter star badly
Orlando, have Vucevic, and nope he can't play PF, they need a perimeter reference
Philadelphia, possible, Noel is nothing sure, and he could be better as a PF
Utah, have Kanter, Favors plays better as a Center, they need a perimeter star badly
Boston, possible, I think that Danny Ainge is in love with Jabari though
Sacramento, have Cousins, they need a stud that can be a franchise caliber player
Cleveland, obviously they will take Embiid
Denver, possible, they have McGee and Mozgov, plus Hickson that are serviciable, I think they will pick a perimeter star, they need that more than a Center given their style.
So, out of 9 teams, you have 3-4 that could pick Embiid.
He is not the clear #1 because of the teams that could be picking and the competence, there are some prospects in his same tier.
It is what it is, Embiid could go 1, but is far from a sure thing that he will, it'll depend on the team picking 1.
