Beal is gonna handicap the team pretty badly, so i don't see how they retool even with the assets from a Durant trade (and any team making a move for Durant is likely giving up young players/picks, not pieces that will help short term).
It's not like Booker isn't aware of what's going on. Their owner has zero interest in a rebuild. Beal handicapping them by having no trade market also basically forces them to try to retool and compete rather than tearing it all down.
While the owner is committed to compete sure, but if the team decides to rebuild i don't know why he'd waste his time there.
Contending teams are being forced to find value around the margins because the new CBA is so restrictive. Suns won't be able to build any kind of contender for the 2 years they have Beal taking up $50+ million. They have no depth rightn now so even if they get back quality players from the Durant trade they are still far way.
Dead weight isn't the worst thing when your in a rebuild, you have a minimum spending anyway.
