Don’t think the Celtics hate him, they just don’t need him and very likely don’t want (or simply can’t afford) to resign him. They also still need to get under the second apron, so they’re canvassing the league to at least see who has interest, if not for now, maybe at the trade deadline.
Likely tho, Simons value is somewhere around Norman Powell’s.

There is noone with cap room. It's hard to see a team trading and able to absorb his salary. it's more likely to me his part of a package for a more longterm asset.

Simons has talent and ability. You sit. Average 20'ppg and not have ability. That is useful for a team, especially if they want Simons to resign.
The talk on Simons is weird. He is on an expiring contract, still young, gets 20 PPG. He isn't a fringe nba player.

and the same reason why the league is down on guys like cam whitmore and even ace bailey to some extent...you know jr smith and nick young types that comes in a looks for their own offense...kinda like how jalen green is looking, i mean look at the final teams this playoffs, how many no defense chucker types played and was impactful?
