When the NBA brought in zone-defense into the NBA (yes, back in the days, you could only play man-to-man in the NBA) they needed a way to prevent the centers from just camping out inside. Thus, defensive 3 second. Of course, if the offensive player is in the paint, then you can't get called for it. Before the zone-D in the NBA, you had to either cover your man 1-on-1 or just double completely. For example, if you have a guy posting up, you couldn't have a guard play half way between his man and the post guy. He had to commit one way or the other.
