The Front Office is only capable of making the roster incomplete enough to "tank". However, this roster isn't filled with old washed vets and non-nba guys for the most part. They are already on record saying they aren't balancing the roster out this season, so of course its not going to make sense.
Magic fans should be ecstatic about watching a fun brand of basketball for once with Fultz/Suggs/Franz/Paolo/WCJ despite what the results will say next season. They will be BAD regardless because there isn't enough experience to win against older more developed teams.
TLDR; This isn't a "tank job" roster. It's a young roster that will at least be watchable for the first time in 10 years despite not winning a ton of games. Orlando will EARN a top 5 pick next season without tanking. Even if they don't Im fine with that because it means these guys have been developing.

When I say the Magic are “tanking” next season, I mean the front office.
The front office is intentionally building the roster in such a way that they’re going to lose a lot of games and they’re totally fine with that.
They’re not going to use their cap space.
They’re not going to play veterans over younger guys.
They’re gonna play their young guys a ton of minutes, as much as they can handle, and those guys are gonna lose. A lot.
