I think its tough for Washington because they will certainly be worse in the short term without Beal. That said without any of their young guys really popping off earlier on their development its dangerous to tie that much money into a guy who probably won't lead your team to a playoff series win in the next two years.

Also I feel like if they really need to debate whether they should pay him the full super max is if he truly is worth that amount, wouldn't he sign a 3+1 so he could get back out onto the market at 31 and with the new CBA in play?

Anyone who sit here and complain about Beal, or Wall/Westbrook for that matter, would happily make the same choice in their shoes. When your career is short like pro athletes you secure the money first and foremost then worry about other stuff. Winning a championship is not the ultimate 1st priority to everyone especially when you are stuck in less fortunate situations you look for other ways to maximize your career. To take the path of Steph Curry where you land money+fame+success all together lot of the things need to fall in piece at the right time at the right place, but for most of the star players are just scrambling for the same thing - get paid first, then see if they can push it further by building on their legacy - eventually to be considered as a "winner" at the end.

The path Beal chooses is a no brainer. He just needs to live up with the consequences later on when he jumps ship - that dream destination he chooses to go to, whichever team it is and whichever player he will superteam up with, he is going to drain the assets from that team. That's why Melo didn't succeed in NY, AD had such a short success in LA, Harden drained assets from Nets then Philly. The list goes on.
