Why would they make the moves without knowing if he's going to commit? They can have everything in place to execute and create space if he verbally accepts the offer.
Also... I wouldn't put it past Morey to use this situation to make Miami pay more and trigger the hard cap to weaken a team they may have to go through in the playoffs.
Miami just did this a few years ago with Butler on a max contract without max space, in fact it took them a few days to get the space.
