That was a couple years ago. Herro is one year away from getting paid. He's not a guy you add to rebuild. You add him when you already have a franchise player and need a 2nd or 3rd option.
The point of blowing it up its to get in the lottery and get a Zion or Tatum. You don't want to take back pieces that would make you mediocre. For the Nets it makes sense to take Herro because they don't own their picks, so there's no value in completely bottoming out. For Jazz the rumors are true they'd want to bottom out and go in the tank for the next 3 years
They could easily tank with Herro and his cost, why would they care while tanking, no matter what Utah does have to spend 90% of the cap each year or that extra money goes to the current players on the roster. OKC is currently doing that with SGA.

Look from the perspective of Jazz. Why get Herro to either loose him in restricted FA or pay him a bunch of money when the next 3 -4 years you want to be bad to get high lottery picks. Where's the value ? And why give up that cap space when you can use it to take bad contracts for picks ? Makes no sense for Jazz to take Herro unless he's routed to a 3rd team. He just doesn't fit the timeline for a rebuilding team. If Herro was a rookie then it would make sense. He could grow with the players you are planning to draft over the next 3 years. SGA is a different case. Because of his length and athleticism he projects as a future allstar. Herro doesn't unless he dramatically improves skillwise
