I still say that if more people dedicated their lives to more productive hobbies like raising a farm of llamas, there would be less trouble and heartbreak in this world. But that’s just my opinion.

Harassment could mean blowing her up phone after a night of drinking at 2 in the morning. We've all done that. If it 's an ongoing pattern than yeah, that's messed up

No phones need to be blown up.

Many (most?) companies consider even a consensual relationship between manager-ssubordinate to be a form of sexual harassment because of the power dynamic. It is usually against company policy and must be declared immediately with efforts made to eliminate that power dynamic (by one of them resigning or moving to a different division of the company, for example).

His lengthy suspension and likely firing is probably because it went beyond even that.
