Agreed. I think that he's worth at least $12.5/yr.
I'd give him a Scale, Starting around $12-13 in year 1, and Ending around $15-16 in year 4.
Something like:
Year 1 = $12 - ($13 w/incentives)
Year 2 = $13 - ($14 w/incentives)
Year 3 = $14 - ($15 w/incentives)
Year 4 = $15 - ($16 w/incentives)
