The owners pitch a hard cap on every CBA negotiation to have something to “sacrifice” to the players association. The union will absolutely never go for it, and the owners won’t stomach a multi year lockout to try and force it on the union.
And to be honest, the Pacers benefit the most from no hard cap and a punitive luxury tax that redistributed a lot of money to the under the tax teams. The pacers focus much more on revenue sharing with other teams than anything in relation with the players.

Why not both? The hard cap could be way above the tax line putting the brakes on payrolls like the Warriors.

The NBA position is that the players are guaranteed a percentage of revenue so cutting salaries at the top should increase them at the bottom. Players are going to want a larger share of revenue, and they’re not going to agree to any hard limitations on payments/salaries. I get the concept of escrow payments and revenue share, but they’re not going to agree to any additional limits in any way on salaries.
