Unless AD's health is a huge factor to you, I don't see how it's not the second pair.
Comments to rationalize bad contracts -
1) It's less than the MLE
2) He can be traded later
3) It's only __% of the cap
4) The cap is going up
5) It's only __ years
6) He's a good mentor/locker room guy

But how is AD's health ever not a meaningful factor?
I get Steph is the best player here and AD the best defender and so the quick insta answer appears to be them. But Dirk/Paul are no slouch and in theory are the best PNR partnership in the history of the league in a PNR league and have incredible longevity and Dirk is a known playoff killer.
Not sure this is an easy one at all. I tend to default to best player, but AD scares me a lot.

From a career value standpoint, Davis seems too far below the other guys.

Davis with Curry in particular is a little too good with the overlap of covering weaknesses on-court.
I find Curry and Davis to be more volatile than the other players in essence, in a lot of ways. Up and down.
Paul and Dirk would be better for longer year to year. More playoff resilient. Hypothetically would give them much better title odds overall.
Curry and Davis would probably reach higher peaks...I think. So I lean that way. I tend to value peak play more than consistency.
I don't want to disrespect Dirk or Paul though. On some level where god or AI could tell you for some sort of fact which duo would peak higher I wouldn't be shocked if 09/14 Paul and 07/11 Dirk could actually manage it.
Edit: I think so much in terms of prime/peak play that I really just missed the fact that AD/Curry are particularly weak on career value compared to the other two IMO, even adjusting for age. Can't justify taking AD/Curry over them for a true team building scenario. By year 3 Dirk and Paul are MVP caliber killers and it would consistently hold for the next decade straight.

Davis is one of the few players that comes out a negative in health compared to CP3. Curry's not an iron man either.

Durability is the only thing straying me away from the Curry/Davis option here. Since in most team building exercises, full health is assumed.. that was my selection. The 'anchor offense with anchor defense' duo is always what I personally gravitate towards and value more for roster construction.

Curry vs. CP3 is almost a push. Slight edge Curry.
Dirk's a top 15 all-time guy. Davis gives you flashes of incredible play, but he doesn't peak as high and he's not anywhere near as consistent. Dirk's a much better player. Dirk would adjust great to "today's game". He just would have taken way more 3s instead of focusing so much on the mid-range.

Curry/Davis are definitely better at their peaks but if we're talking full careers I am definitely going with CP3/Dirk. Dirk is very clearly the most reliable player here.

2017-2020 AD is a demonstrably better player than peak Dirk. He's like 85% of Dirk offensively and 10000% Dirk defensively. KD is clearly better as well. He's like Dirk if you made him twice as athletic, a slightly better shooter, a better passer, and a better defender. I don't really care if muh rapm said Dirk was the GOAT in 2011. There's literally no identifiable thing he did better than KD.
Also, something that might surprise people. I think when it comes to athleticism, agility, physical attributes and skill I rate LeBron only in the top 50.
