I always assumed this to be the case, but it doesn't appear to be, at least under the current CBA (since 2018). The restriction doesn't show up in Larry Coon's CBA page.

10-20% more dribbling and 100% less defence. And yes, regardless of which teams they end up on FVV will be paid more because he has more value in the league. Lakers would be SO much better with Fred.
