To be fair it's not a fake quote but the twitter account is definitely trash. I think that quote came from Amick, Haynes or some other big reporter. I can't remember where I originally saw it.

I get the feeling the Blazers were none to pleased on the interview Dame gave about places he could play, and the “Welcome to Miami” IG vid.

Maybe some element of “phuck you” coming back at him here. It’ll get done, but they’re not going to fold easy.

He's a talented young guy, shame me if you will-- but I'm a fan. Overpayed for sure though, wish his contract was more like 18/20 per, but if you don't have any other options and you need to make a Hail-Mary; I like a Randle/Bam front court

Another overstated fact. Portland has never been a destination for star free agents. No star agents will look to go there in FA, one of the reasons Dame needs to leave.
As far as regular non star players, they'll go where the money is.

Portland really only needs one more year in the dumpster. If they can hit next year on their draft pick, then theyve got a ton of young talent. Lillard could watch over all that like a proud granpa if he wanted to.

I know the Blazers want to get a great return for him but he shouldnt fetch it. I dont see Miami selling everything not bolted down to obliterate your spending without a solid enough guarantee of a Finals trip.

He's definitely talented. He's one of those players I like from far. Enjoy watching him play just not on my team. When he isn't scoring efficiently he gives you nothing basically.
