I would go Mitchell > Thompson > Beal > Brown, am somewhat open to Thompson > Mitchell.

Would you consider Beal comparable to Klay as an off-ball threat with how effective his cutting is?

No, has nowhere near the shooting threat or ability, which would be a bigger advantage in this case

Team context is everything here. A random team would be best off with Mitchell but the more offensive ability the roster already has, the less Mitchell or Beal would be needed as offensive engines. The 2017 Warriors or Cavs would be better off with Klay or Brown (Brown being my preference).
