Deter teams from making an offer because the agent knows no team wants to give up significant assets for an 8 month rental, just like Dame’s agent knows no team wants to give up significant assets for a guy that doesn’t want to be there. If I’m not mistaken the quote from Goodwin was any team trading for Lillard would be getting an “unhappy player”, not that he wont play.

Right, the difference other than AD was much younger, teams were basically told they'd be renting AD and then he'd leave which I'm sure would mean he'd be taking off any game he felt any pain to make sure he's ready to play for the Lakers the next season... that's all legal, they're saying Goodwin was indicating something illegal like sitting out in protest.
Now what would be wild is if Lillard would pull a Ben Simmons and wonder outload what his mental state would be if he were sent to a team he wasn't fully confident with. If he wanted to go fully legal is he could decide not to play any game he didn't feel 100% to try to extend his career.
