I've only seen him in a few matches, but he profiles to me as a 9 that can do other things? The price seems good for City for a player that is duplicative based on the squad they have and their recent buys. Maybe Chelsea isn't sold on Jackson as the 9 until (or even really after) Nkunku returns.

I think Sanchez can still be a decent CB. He's shown flashes recently, but under Mourinho and Conte he was a mistake-riddled mess with no confidence. Those coaches sucked the life out of him. With the right tutelage he still has the physical attributes to contribute at a pretty high level, I think.
Ndombele on the other hand is a wasteman. Just strolls around the pitch uninterested and looks absolutely exhausted after 30 minutes. He'll give you a few fancy stepovers or pinpoint pass now and then, but if he carries over the lack of effort he's shown at Spurs he will be crucified by the Turkish fans.

All that says to me is that Liverpool develop and get decent money for their assets while other clubs struggle to shift their deadweight. According to the same CIES report, not factoring in outgoings, Liverpool spent the 4th largest amount in the Premier League on players in that timespan, which is about where you'd expect them to be, behind the oil clubs like City and Chelsea and dunce clubs like United, but ahead of everyone else.
I don't have the exact figures, but I'd wager Liverpool spend more on wages/salary than a lot of those clubs too.
