I couldn't find an article in my 30 sec google search but I recall in an older Lowe Post podcast during the Harden fiasco (pre-Sixers trade, forget if it was HOU to BKN or BKN to PHI. Sigh. Harden.) that the largest issue of not reporting is that the team will continue to hold your professional basketball ball future in limbo until they agree to release you from the penalty of non-performance.
This hold persists in perpetuity beyond the existing NBA contract duration the player chooses to non-perform and across all recognized professional basketball leagues meaning the player can't go to China or the Big3.
Non-reporting is not even a consideration for Lillard. This is fundamentally different from the Simmons situation where he was claiming a medical inability to perform. Lillard's case would be closer to Harden where it was simply a player choosing not to perform according to the contract.
