Couldn’t sign Rivers for a two-way, and we filled his role already with regular contracts.
I think Connelly liked the team chemistry after the DLo for Mike Conley and NAW trade. It’s unlikely that a wing on a two-way is going to see the court, so if his biggest impact is off the court, why not bring back a guy that already fit in?

My point is if Connelly liked the vibes so much why wouldn't he have resigned the guy that played an actual role on the team last season and was publicly noted as a positive influence in the lockerroom?
To answer your question, I'd rather they didn't waste a roster spot (even a 2-way) on someone who isn't an NBA calibre player nor looks like they could become one in the future.
A spot on the roster is far more valuable than a two-way contract. Connelly shouldn’t use up a roster spot for Austin Rivers, a guy that “had an actual role last season” when he wouldn’t have a role THIS season! However, the last two-way spot (for the team’s 18th man) is a lot less likely to be needed as an NBA player, but he’s still with the team (when he’s up here), at practices, watching film, on the plane, in hotels, etc. A two way is a cheaper price to gain a benefit from the continuity than if it were a roster spot.
All of that being said, it may make you happy to know that it sounds like it’s not a certainty that Matt Ryan even keeps that two way. A few players might be able to show something in the pre-season that might cause Connelly to give them that two way, and stash them at Iowa. If sounds to me though that it’s Ryan’s to lose, and if nobody impresses, Connelly will stick with him for continuity. He has mentioned that he believes a lot of Denver’s success this season came from their continuity.
