The easy answer is the offense has looked good in years past. This isn't a McCarthy offense where guys are required to win one-on-one battles on the sidelines. There's absolutely no shortage of plays (even the last two years with below average targets) where dudes are running wide open.
As for why they aren't getting the ball, I have no idea. That's where All-22 Guy loses me. I don't know where to assign blame, I just know that it's been bad.

Rodgers, in his prime, had the Packers offense #15 in scoring and #23 in yards in 2015. Rodgers played in 15 games. A couple years later, the Packers had the 14th ranked scoring offense and ranked #22 in yards. Rodgers played in 16 games.
Give you a big guess as to what happened what they made a coaching change.
