He was already under contract though for 2020. So 2021 was his 1st new season. 2021 was good, but 2022 & 2023 haven't been. So far 2/3 of the extension hasn't been good

Yeah that's not how this works. The Packers have generally been great at getting these extensions done early and saving cap dollars by doing so.
