Yup, you had to have been in the league at least 7 years and be going into at least your third contract after the 1988 season in order to qualify for unrestricted free agency. There were a number of qualified unrestricted free agents, but Chambers was the first to sign with a new team (Phoenix).

The Lakers got the draft pick they used to select Magic Johnson as part of the compensation for Utah signing Gail Goodrich, which also included a bunch of other picks on both sides, but those were all future picks; Goodrich was the only current player and he was the free agent who switched teams.

Hint: The player originally signed to set the whole thing off later became both his team's GM or equivalent (it's always hard to recall titles precisely, but they had a POBO equivalent who wasn't him) and head coach.
