Should MLB change the rules to let teams trade drack picks?

obviously some big names, but there are just as many who were complete busts and even more mediocre players.. then you got steals like these:
pujols: 13th round
piazza: 62nd round
mcgriff: 9th round
smoltz: 22nd round
etcetc

Yeah, just like in the NBA there've been 2nd rounders or worse (back in the 80's) who turned out to be All Stars. In general it's the same in baseball, though. The majority of baseball stars are drafted in the 1st round.

I don't know why teams would want to trade drack picks, but draft picks yes.
Think of how much value a top 10 pick would have in a mid summer deal. I don't think much would happen in draft pick for draft pick deals, but it would be nice to throw a draft pick in a deal for an established player (ie. Tiexera to the Braves this summer)
