He's not even top 20 among SG in 3pt%. He's just average and this is his best 3pt% year as a Raptors.

Okay.
1) He is 73rd in the NBA in 3pt%. Using just "his" position is flawed as there are many players on that list that might be classified as SG's by ESPN that are not actually SGs. Examples - Immanuel Quickley, Kelly Oubre, Harden, Sasser, Caruso, etc.
2) He is in the top 30 or so shooters in the entire NBA in catch and shoot % (removing low volume guys)
https://www.nba.com/stats/players/catch-shoot?CF=CATCH_SHOOT_FG3A*G*100&PerMode=Totals&dir=D&sort=CATCH_SHOOT_FG3_PCT
3) The best team in the league shoots 39.4%. GTJ is shooting 38.5%.
4) Yes this is his best season as a Raptor shooting the 3 at 38.5%. However, his career average is 38.4%. This is not some crazy outlier season.
It is pretty much unarguable that he is not above-average at shooting the 3.
Re his defense - it is not great, but again he is not a guy teams target. He is completely passable on the defensive end.
But either way, IDK what you are even arguing. I am saying GTJ is probably a MLE guy but you are arguing he is less than that or something?
Why would using "his" position be flawed, that's his group to accurately compare numbers too. It makes no sense comparing his stated to a C and PF.
That's why your above average statement is flawed. Even when you twist the stats, they are still not impressive. lol
