Siakam is trying to protect his own value. It can't really go up because of a trade but it can certainly go down. If he gets traded to a team and his usage goes way down....it could impact his pay day. His best, most rational course of action would be to finish the season in toronto (where he is confidant to sustain his numbers) and then go to the highest bidder.
If the raptors really want to counter his tactics....they should lower his usage. That would spur his desire to be traded (again....to sustain his numbers). But there are reputational costs to FOs who behave like that. It's not a video game. Players talk to each other.
