He was one of the best for Miami in the finals series against Denver. He still can play meaningful minutes and have an impact with his leadership and playmaking as a back up on a contending team. No doubt.

I mean I wouldn't say they disagree.
Lowry was pretty good for Miami the last 2 years and very valuable for them in the playoffs. This year you could see a noticeable decline in his play...he's getting old. He's turning 38 in 2 months. Miami saw they could still extract some value for him and Rozier right now is a definite upgrade.
It wasn't so much as Miami didn't like Lowry but they saw an opportunity to get some final value for Lowry due to his expiring contract and potential interest from other contending teams.
