I think Hal was looking only at the bottom line and that line was not spending anything big now they are in the highest tax threshold. So no I don't think Hal was even willing to offer a 1 year $25 million contract. Hal Steinbrenner has shown throughout his ownership tenure than that tax is what he hates the most. That's why he traded for Stanton (believe it or not). Not only did he think that Bryce Harper was going to cost much more AAV (and that's before the Marlins agreed to pay part of Stantons contract) but he also managed to shed a year or two (don't remember) of Starlin Castro's contract (which honestly wasn't that that huge to begin in general and especially considering Castro's production...unless you are counting every bean towards that tax). It's also why he gave both DJL and Hicks those long term low AAV deals. All 3 of those contracts have backfired and weighed down the flexibility of this team to make moves but saved him from having to pay into the tax.
Don't forget all those years where he didn't spend as much as he could, while giving the fans a promise that he would spend later...whoops, guess that didn't happen. Also remember how he didn't want to pay for Snell because of the draft pick and loss of international money? Whoops, I guess he couldn't afford Montgomery's 0 penalties either.
